How Ordnance Survey cover every corner of the UK

The challenge

When national mapping agency Ordnance Survey (OS) decided to put more resources into its 'Address Point' project - which entails locating and verifying various properties - the organisation decided that a suitable employment agency was the best route to take.

Past experience with some contractors had resulted in high costs and variable performance, and existing OS staff simply didn't have the capacity to take on the extra work.

However, OS had to ensure that an employment agency could fulfil its requirements. The 'Address Point' locations were spread throughout rural areas of the country and staff needed to possess a range of different skills - from excellent map reading to resourcefulness.

The solution

OS had no hesitation that Manpower fitted the bill best. "Manpower was better than anyone else at providing us with the nation-wide cover we needed," says OS Address Point Project Officer Cliff Garvey.

As part of its agreement with OS, Manpower initiated a hire car contract, with specially - negotiated rates, to provide reliable vehicles for Manpower staff. "Manpower also manged car tax implications for us, which is an enormous help as this can get very complicated with large numbers of staff," says Cliff.

The benefits

When OS need people to visit remote locations - whether in the Scottish isles or in the depths of Cornwall - the company now has a large pool of Manpower staff it can rely on to get the job done, as and when required.

This has led to a number of benefits including:
  • Considerable cost savings. "It is much more cost effective for Manpower staff to carry out the more remote work," explains Cliff. "It simply isn't economical to send our own employees to these locations, to do one particular job. And, using local Manpower staff, the additional travel expenses are lower. Wherever the job is, they've got local staff to do it".

  • The high productivity of Manpower's staff results in work often being completed ahead of schedule. "We have been very impressed with the quality of Manpower staff," states Cliff. "They are efficient and they have a good attitude towards their work."

  • Manpower recently won a contract re-tender. The new contract has been extended to urban locations and includes other projects. "As we continue to work with Manpower, we're finding that its extensive branch network and the calibre of staff are very beneficial in helping us to meet the needs to our business," says Cliff.
