Purpose of Job

1.1. To provide effective delivery and project management of the Schools Capital projects which success of which has a substantial implications for the Council. To support the successful development and delivery of programmes to agreed time, cost and quality with a focus on the higher value or complex projects

1.2. Working with the team of Project Managers to ensure successful delivery of each programme of works and ensuring high quality collaborative working with external suppliers.

Summary of main duties and responsibilities

1.3. To lead the project management teams in the development and delivery of corporate property and alternatively procured school projects.

1.4. To be responsible for higher value or complex projects, ensuring the objectives are met across development and delivery phases.

1.5. To manage the provision of the appropriate range of property-related professional services and to procure the design and construction elements of construction related services for schools capital projects.

1.6. Daily management of multiple external contractors and consultants delivering a number of different contracts on behalf of RBG.

1.7. During the construction phase of a project, to lead on weekly construction site visits. Leading Project management meetings and drawing all information from the various external consultants together to ensure projects success.


1.8. Work closely with colleagues in the Service Directorates and with other Stakeholders to ensure they are fully informed throughout the development and delivery process, to enhance customer experience.

1.9. Manage the liaison with the Programme Office to maintain accurate high quality reporting of projects and programmes of work.

1.10. Ensure risk management and mitigation is delivered across all projects and programmes of work, making sure the consultants have an adequate mitigation plan.

1.11. Be responsible for effective liaison with schools, leisure services clients and service providers and other corporate stakeholders through the development and delivery phases of the capital projects, including temporary accommodation, decanting during works, and handover on completion.

1.12. Monitor key performance indicators (KPIs) for the development and delivery of projects, to help drive a continuous improvement culture.

1.13. Manage the Post Occupancy Evaluations and Post Completion Reviews process on all relevant projects and feedback the findings in support of a continuous improvement culture, and to enhance customer experience.

1.14. To ensure that appropriate project management processes are in place in line with PRINCE2 principals.

1.15. To ensure that projects have plans with critical paths ensuring that cross project dependencies are identified and addressed.

1.16. To ensure that all projects within programmes have appropriate business cases, defined scopes and budgets.

1.17. To ensure that all projects within programmes have risk registers that are realistic and kept to date.

1.18. Provide effective leadership to project managers and contractors, ensuring individual projects and programmes meet quality standards and corrective action is taken to ensure that projects and programmes are delivered on time, to the agreed quality and within budget.

1.19. Provide highlight reports to Chief Officers and Members and ensure that information provided by professional external advisers is consistent with industry standards and can be analysed to ensure delivery of best value.

1.20. To attend consultation meetings (for example governing body, parent meetings, community groups) when required.

1.21. To ensure that projects are delivered in accordance with the Equalities Act and ensuring that all projects embrace current best practice.

1.22. Produce and present reports to Council Committees and attend meetings as necessary at all levels including Member interface and with external organisations.

1.23. Ensure at all times that work undertaken actively promotes the Councils Equal Opportunities, Customer Care and Environment policies in relation to service delivery and personnel practice as defined in the Staff Handbook.

1.24. In carrying out the duties of the post have due regard to the provisions of the Health and Safety at Work Legislation and Council Policies and Procedures.

1.25. Any other duties as may be required to fulfil wider DRES or Council Priorities.

Qualifications and Experience

Educated to Degree level or equivalent in relevant discipline (MRICS or MCIOB)

Qualification in PRINCE2 or equivalent

Experience of managing complex, high value public sector school capital projects (including capital projects over £10 m)

Experience of working in multi- disciplined project teams and groups working on major projects across a range of diverse professional disciplines, Council directorates and stakeholders.

Experience of dealing with a wide range of stakeholders to secure deliverable outcomes (including elected members, Chief Officers, communities, private sector)

Experience of managing budgets, monitoring & controlling expenditure
Demonstrable experience in staff management, development and mentoring, to deliver high performance.

Ability to develop and sustain effective and collaborative partnerships, maintaining effective working relationships and solving problems in partnership, whilst protecting the council's interests

Knowledge of risk management methodologies and ability to manage and mitigate financial and reputational risks associated with programme delivery

Ability to produce briefings and other reports to senior managers, Head teachers, Governors and Councillors to a high standard as required.
