Overall Purpose
To assist the Senior Technical Officer in providing a professional Maintenance Management service for all property owned or occupied by Network Engineering and such other operating Divisions as required from time to time.

PRINCIPLE ACCOUNTABILITIES OR MAIN TASKS
*Responsible for the day to day delivery of:
* Planned Preventative and Reactive Maintenance of Electrical Installations
* Long Term/Life Cycle Maintenance Programme development
* Condition Surveys and Asset Register
* Electrical Engineering functions
* Building Fabric and infrastructure
* Legislative compliance
* Health and Safety Management
*The Facilities Engineer (Electrical) will be expected to provide support for a complete electrical maintenance management service to include the organisation and provision of electrical maintenance of high quality and competitive cost. In addition, ensure adequate arrangements for breakdown maintenance, to provide input into project work and deliver delegated planned maintenance projects.
*Ensure regional compliance with all relevant statutory regulations and requirements.
*Arrange/carry out regular and periodic inspections (including all statutory, mandatory requirements and insurance inspections) to maintain the efficiency and safety of electrical installations as directed by the Senior Technical Officer.
*Assist the Principal Surveyor to arrange/carry out fabric repairs and maintenance works as directed.
*Ensure works are completed to standard and against budget and meet with key client requirements and satisfaction reporting back at regular intervals to the Senior Technical Officer. Liaise with local building managers to ensure the coordination of all planned and reactive maintenance works.
*Assist the Senior Technical Officer in setting maintenance priorities, forward maintenance programmes and budgets.
*Take responsibility for the preparation and tendering of delegated planned maintenance projects. Prepare schedules and specifications (following agreed procedures) and place orders. Audit, supervise/ check works on completion; monitor expenditure against delegated budgets and agree payments.
*Manage reactive work requests from building users.
*Prepare annual and periodic cost reports for electrical maintenance, running costs, minor works and equipment for inclusion in forward budgets and estimates. Prepare regular cost reports on progress of expenditure as required.
*Undertake other works of a similar nature as required and directed by the Senior Technical Officer.
*Co-ordinate the compilation and maintenance of essential records, to include asset register, statutory records, PPM records, permit to work, risk assessments and method statements etc.
*Implement a monitoring regime for reporting on contract/non-contract spend and performance.
*Ensure that all services and works represent best value for money and that appropriate and effective risk management, corporate governance and audit controls are in place.
*Ensure that energy use is managed, monitored and where possible reduced, that environmental impact is reduced where possible and that sustainability and environmental issues are appropriately considered and managed at all times.
*Manage a strong relationship with external service providers through constructive and proactive communication, undertaking regular review meetings and continually driving service improvements.
*Manage all aspects of Service Level Agreements through active monitoring, auditing and reporting, conducting joint KPI reviews with providers, and managing the provision of management information internally and externally.
*Ensure all contractual obligations are met and that effective systems are developed, implemented and continually monitored (and reviewed) to mitigate contractual, commercial and legislative risks.

Qualifications and Experience
*Relevant experience within the hard services field in an electrical trade/supervisory or intermediary position.
*Experience of managing electrical building services, infrastructure and maintenance operations.
*Experience of managing outsourced contracts and providers.
*Excellent communication, negotiation and influencing skills.
*A customer focussed approach.
*Experience in maintenance of office and industrial facilities.
*Experience of managing maintenance contracts.
*Experience of operating Trend BMS systems or other equivalent.
