DOUBLE WIN FOR HERTFORDSHIRE COUNTY COUNCIL
Innovative outsourcing contributes to leading HR awards success

Hertfordshire County Council (HCC) has been declared double winner at this month’s Personnel Today Awards. The Council won the top prize as Overall Winner of the Personnel Today Awards and also received the Award for Innovation in Recruitment and Retention. The Council received a team development programme worth £5000 as their prize from The Cranfield School of Management. This is the first time that the overall winner of these awards has been a public sector organisation.

The judges were looking for successful examples of developing and motivating staff and for innovative ways to attract the right applicants to the organisation. The judges were impressed by Hertfordshire’s achievements given the complex political environment it is working in. Hertfordshire County Council outsources all recruitment resourcing to Manpower, including advertising, management of temporary and permanent staff and redeployment. Since appointing Manpower, responses to recruitment campaigns have dramatically improved and e-recruitment is now in place. As temporary and permanent staff benefit from 24/7 Internet access they can apply for jobs online and look up career advice.

Alan Warner, HCC Director of People and Property said, “As the biggest employer in Hertfordshire with some 25,000 staff, we accept this award with great honour. This is a tribute to all our staff who have made and continue to make a significant contribution to the excellent performance of the Council.”

Outsourcing recruitment resourcing to Manpower has already reduced direct costs significantly through improved supply chain management, and the contract is on track to cut HCC’s 7-figure recruitment budget by 5% in its final year.

Warner continues, “ We would also like extend our thanks to our partners Manpower for the teamwork and expertise they have brought to our HR strategy.”

Manpower will use leading edge private sector technology to fill 10,000 full-time vacancies and over 3.5 million hours of flexible vacancies over the 5-year life of the contract – and cut HCC’s 7-figure recruitment budget by 5% in the final year. Improved supply chain management has already reduced direct costs. Generic advertising is projected to deliver improved response rates with a 65% saving on advertising spend. The contract has also contributed to the county council’s e-procurement strategy by cutting the number of invoices that HCC has to deal with on an annual basis from over 50,000 to just 1800.
