The Payroll Team Leader will be accountable to the Client Relationship Manager and responsible for providing a professional end to end operational Payroll/ESR service to the clients of the Payroll Services. As the Payroll Team Leader you will ensure that the ESR Payroll is processed on a weekly and monthly basis within agreed deadlines and that all information from interfacing software systems has been uploaded and processed in order to produce accurate and prompt salary payments to all staff in accordance with all statutory, regulatory and policy requirements. To analyse, investigate and resolve complex queries and discrepancies, including the close management of over payments and underpayments.

Knowledge, Training and Development

Thorough knowledge of payroll and pensions processes and systems.

Participate in statutory, regulatory and mandatory updates.

Develop and maintain a comprehensive knowledge of complex HMRC Regulations (eg tax, national insurance, statutory sick/maternity pay, tax credits, student loans, statutory paternity/adoption leave, court orders) and NHS Pension Scheme Regulations to ensure: Correct assessment, calculation and application in relation to employee records and payments. Compliance with statutory requirements.

Analysis and Judgement

Works with the Client Relationship Manager to ensure legal and customer deadlines/priorities are met.

Have a thorough understanding of the Service Level Agreement, any associated key performance indicators of each Client account responsible for.

Interpretation of data analysis of information to inform Client/Service reporting.

Support the Client Relationship Manager with the monitoring of the Sections KPIs in accordance with Service Level Agreements.

Lead on the provision and development of comprehensive payroll reports regarding performance management and analytical information.

Generate reports from ESR to assist with payroll enquiries, tasks and payroll production.

Maintain data in the payroll system to enable payroll to be processed.

Update the payroll system to reflect national changes to payroll including local pay awards and allowances.

Run VLOOKUPs, mail merges and excel spreadsheets to assist payroll production and associated procedures.

Production and analysis of monthly client Key Performance Indicators (KPIs).

Undertake uploads in to the payroll system including ESVL's, HMRC notifications and database extracts from other systems

Complete RTI Reconciliations on a monthly basis. Liaise with Client Relationship Manager as required to review and reconcile any variances.

Maintain and generate monthly pay over of NEST pension contribution.

As required, lead on the monitoring of data quality within the system and to work with system users to identify areas that require improvement.

To respond to Payroll Related Freedom of Information requests in a timely manner, ensuring that the response is within the allocated reference period and ensure that the information included in the response is accurate.

Policy and Service Development

Understand their part in the Service Value Stream and apply any changes in conjunction with the Client Relationship Manager e.g. implementation, roll out and maintenance of Expenses across the client organisations

Participate in the continuous development of payroll processes and the development of user guides, Standard Operating Procedures etc. as required

Responsible for ensuring staff are working to Standard Operating Procedures through the compliance audit process.

Financial and Physical Resources

Have an understanding of the Service catalogue of services and associated costs.

Closely manage the overpayments and underpayments policy, report to the Client Relationship Manager on a monthly basis and work with the Payroll data analysts to produce the monthly report.

To act as authorised signatory for payments for all Clients of the Service via the respective Finance systems.

Authorised signatory for signing off BACS for payroll.

Approves pay-overs to Finance, such as NEST contributions and third party deductions.

Responsible for managing overpayments/underpayments in accordance with the Clients processes and procedures.

Leadership, Management and Training

Leadership and management of Sections, including overall direction and day to day management of the team; appraisals, recruitment (or assist with recruitment), discipline, training delivers training on a range of subjects related to own areas.

Support the Client Relationship Manager and Section Leads in identifying team performance and training needs and either supporting or delivering appropriate training to the Section Leads/ Section as required.

Record Keeping, Information Technology and Governance

Carry out systems audits to verify and ensure the integrity of payroll systems.Carry out data audits to ensure the integrity of data held on payroll systems.

Create and maintain accurate records and documents (paper/electronic) in line with documentation/confidentiality guides.

Responsible ensuring correct electronic transfers are made to HMRC for both weekly and monthly.

Responsible for recording and reconciliation of all attachment of earnings and authorised payment s through the financial systems and assisting in the reconciliation of statutory and non-statutory deductions and control accounts.

This is a Monday to Friday role - 09:00am - 17:00pm

Minimum of 12 months assignment
