About the role

The Clean Energy businesses of Cavendish Nuclear are Operating Plant Services, and New Build & Advanced Nuclear Technologies. We directly support nuclear power stations safely generating ~20% of the UK's energy, and are a key partner in the building of a new nuclear power station at HPC (the largest construction site in Europe). We have also signed a memorandum of understanding with Rolls Royce to support them on their UK Small Modular Reactor project, and are currently working with BEIS and U-Battery to help develop their Advanced Modular Reactor design.

Our team of over 400 nuclear professionals are based across the UK, predominantly out of the Babcock/Cavendish Nuclear hub offices in Leicester and Bristol, but also on site at Hinkley Point in Somerset and across the UK nuclear fleet including at Dungeness in Kent. Our team are involved in critical engineering support - including scoping and detailed design engineering (Mechanical, Electrical and HVAC), procurement, manufacture, project management and delivery, commissioning, site operations and maintenance.

At this level, a Cost Engineer (PMO Cost Specialist (Intermediate)) is responsible for maintaining budgets and cost control, financial management, change management and benefits management under supervision primarily in non-complex situations.

As the Cost Engineer, you will have the ability to develop and agree scope/budgets for projects and/or programmes and controlling forecast and actual costs against them. This includes the provision of change management and risk & opportunity management. In addition, the ability to work within the cost engineering team and have close contact with project managers, budget holders and financial accountants.

Main responsibilities

  • Develop/implement and maintain the Project Baseline Budgets including Responsibility Assignment Matrix, WBS Dictionary (SOW), SAP sales ordersand purchase requisitions.
  • Responsible for the monitor, control and validation of project's accruals and commitments and the control of resource and financial forecast data.
  • Management and control of financial change management on the project and assurance of alignment with the business/contractual requirements; manage cost risk budget and drawdown as part of the risk management process.
  • Provision of internal and external financial performance & cost reports including earned value and variation analysis.
  • Management of the cash flow cycle, responsible for payment applications and raising invoices, resolving any payment issues.

What do I need to do the role?

Company/Industry Knowledge:

  • Extensive recent and relevant experience in a similar environment / business sector
  • Extensive experience applying budgeting & cost control in a complex environment
  • Awareness of various contracting methodologies (e.g. FIDIC/NEC3-4/JCT etc…) including resolution of claims and disputes
  • Advanced knowledge of cost management techniques
  • Experience within a propriety ERP system such as SAP
  • Good understanding of financial implications, which affect profit & loss accounts, balance sheet and cash
  • Highly experienced within Microsoft Excel and other Microsoft packages
  • Full project lifecycle experience from bid phase through to close out

Beneficial Qualifications:

  • HNC level qualification (or equivalent) in cost engineering or quantity surveying
  • Ideally a Bachelor's Degree in Engineering / Project / Construction Management or a related field
  • ECITB QCF Level 5 Diploma (or equivalent) in Cost Engineering (Cost Control)
  • A professional qualification and membership (e.g. APM/AcostE/RICS) (or equivalent)
