An exciting opportunity has arisen to join a developing Programme Management Office (PMO) as a Risk Manager within the Support Value Stream, part of the Marine & Technology Division of Babcock International Group, providing through-life support for the Royal Navy's Complex Warships.

The successful candidate will be based within our offices in either Devonport or Bristol, however the role is subject to our Agile working practices and therefore there will be opportunity for remote or home working.

What you'll be doing

As the Risk Manager (PMO), you will be responsible for the development and management of the Risk and Opportunity Management Plan (ROMP), which will facilitate effective decision support by providing a structured and standardised, approach to project, programme & portfolio business risk management.

The successful candidate will be joining a developing PMO team that engages with both internal business and programme leaders as well as stakeholders from our customer community.

Key Information about the role

The primary purpose of the role is to maintain and implement the Support Value Stream Risk Management Plan:

Acting as the primary contact and owner for risk management data and analytics for the Support Value Stream PMO team
Coordinate a plan that provides a clear risk management approach within the Support Value Stream to enable project, programme, portfolio and business risk to be understood and used for decision support.
Develop and propose changes to the plan resulting from; Policy changes, consultation on best practise, internal feedback and learning from experience.
Implement the management plan across The Support Value Stream advising stakeholders (especially risk register maintainers) on the plan and approach.
Promote balanced view of Threats and Opportunities.
Compile and present Programme and Business Risks regularly to Programme and Business Management for escalation and feedback
Assure compliance
Working collaboratively within the PMO, Business Insight Function and Support Value Stream team, participating in the development of improved management information enabling better informed decision making at the portfolio, programme and project level
Act as Project Manager for specific projects/changes within area of responsibility
Support and promote all Business Unit safety drives and initiatives.
Managing Enterprise risk on behalf of the Support Value Stream.
Working collaboratively with Risk Managers across the Enterprise to ensure alignment with local and Group wide policies and procedures.

Who are we looking for?

Enterprise Risk Management, ideally with a recognised risk management qualification such as an IRM Diploma
Programme Management Office / P3O
Project, Change, Finance and Risk Management
Naval support: an understanding of Upkeep and Fleet Time Support Period planning and delivery processes
Working in partnering and collaborative working environments with customers and other companies
Controlling classified and sensitive information
Performance Management
Change Management
Competency in verbal and written communications to deliver outputs at Board Level, with a track record of using MS Office Suite of programmes
Ability to operate in a partnering environment with other Managers and Customer

Business Area - Devonport
Babcock International Group owns and operates the main refit, maintenance and workshop area of the 330 acre naval site at Devonport, known as Devonport Royal Dockyard, where it employs thousands of people. The remainder of the site at Devonport is owned by the Ministry of Defence and is known as Her Majesty's Naval Base (HMNB) Devonport - one of the largest naval bases in Western Europe.

Babcock and the Ministry of Defence work in partnership to operate and maintain this co-located site by providing through-life support for submarines, surface ships and associated systems and equipment.

Babcock has a large design and technology capability providing a wide range of support activities including feasibility and project definition studies, detail design and draughting, development trials, noise and vibration analysis, structural analysis, project management, integrated logistic support and risk management.
