Babcock Mission Systems is looking for a dynamic and ambitious leader with strong experience and a proven track record in project delivery and project controls.


You will take accountability for the delivery of Weapons Handling and Launch System (WHLS) hardware for the South Korean Jangbogo-III (JB-III) Attack Class Submarines and concurrently support the transition from build to In-Service Support (ISS) for early boat sets. You will also join the International Submarines & Support Focus Area Leadership Team from which we provide new build hardware and ISS for a range of international customers.


The Project
The JB-III Project covers the design, manufacture, and support for installation of the WHLS for the JB-III class of submarine that is operated by the Republic of Korea Navy (RoKN). The JB-III class is expected to comprise a total of 9 boats in three batches of 3.


Babcock is currently contracted to supply the WHLS for Batch-I Boats 1 to 3 and Batch-II Boats 4 and 5. Boat 1 successfully entered service with RoKN in August 2021, with subsequent boats scheduled to follow at a "drum beat" of approx. 18 months to 2 years. The current contract obligations expire at end Dec 2031. The current centres of activity are the completion of Setting to Work for Boats 2 and 3 and the supply of WHLS hardware for Boats 4 and 5. Babcock has recently received a Request for Quote for Batch-II Boat 6 and is expected to agree this next contract by the end of 2022.


The difference our new Delivery Team Lead will make
Reporting to the International Submarines and Support Focus Area Lead, accountability and responsibilities are as follows:-

* Overall accountability for the successful delivery of WHLS hardware and associated documentation to the customer within agreed timescales and budgets and to the specified quality.
* Customer account management for existing and future WHLS build contracts and WHLS ISS contracts in collaboration with ISS specialist teams.
* Management of the future business opportunities pipeline relating to JB-III WHLS build and ISS including associated business winning activity.

* Overall accountability for timely and accurate reporting of management information both within the business and to the customer.
* Leadership of the JB-III Delivery Team including setting of objectives and performance targets, support and coaching and holding individuals to account for their respective responsibilities and performance.
* Ensuring that the delivery team understand overall cost / time / quality requirements and remain co-ordinated in their approach to delivering the overall contracted scope of work.
* Working with the Supply Chain and Commercial teams to solicit and negotiate supplier pricing and establish effective supply contract.
* Ensuring that contract variations are reviewed and actioned appropriately.
* Identification and exploitation of cost / time out opportunities that improve delivery performance.
* Ensuring that appropriate project controls are effectively utilised to manage schedule, cost, scope and risk information.
* Ensuring appropriate levels of governance and assurance (as per the Business Management System) are being applied.
* Leading on internal reporting of management information to support governance requirements.
* Timely escalation of relevant issues to the Focus Area Lead.

Education and qualifications
APM Project Management Qualification (PMQ) - or equivalent.


Experience

  • APM Project Management Qualification (PMQ) - or equivalent.
  • Considerable project management experience in a setting of comparable complexity and requiring a similar set of transferrable skills.
  • A robust background in project controls, project governance, the management of manufacturing scopes of work and experience in complex engineering procurement.
  • Experience in business winning activity including pipeline management, pricing, internal governance procedures, bidding / proposal development.
  • Used to frequent interaction with senior leaders and key stakeholders.
