Job Title: Government Relations Manager/Senior Manager (EU)
Location: Brussels, Belgium (or surrounding area) or Berlin, Germany

Company Overview:
Manpower is delighted to be working in partnership with a leading global company in the technology and manufacturing sector, specializing in semiconductor, automotive, and electronics industries. As part of their ongoing expansion and policy efforts across Europe, we are seeking a talented and driven Government Relations Manager to join their Global Affairs and Public Policy team.
This role will be critical in advancing their government relations and policy objectives in the European Union, working closely with internal stakeholders, policymakers, and industry representatives to secure outcomes that are crucial to TEL Group's long-term success.
Key Responsibilities:


  • Policy Strategy & Advocacy:
    Support the development and execution of advocacy and communication strategies that align with the Group's business priorities and government relations agenda.

  • Policy Positioning:
    Draft policy positions, talking points, and event briefs to support key engagements with stakeholders.

  • Stakeholder Engagement:
    Cultivate and maintain relationships with government leaders, trade associations, coalitions, and other relevant industry stakeholders. Represent the group at industry meetings and policy discussions.

  • Regulatory Monitoring:
    Track political and regulatory developments within the European Union and member states, providing timely reports and insights to ensure the Group remains aligned with policy trends.

  • Event Coordination:
    Collaborate with internal teams and external consultants to organize events with think tanks, public organizations, and key stakeholders that advance the Group's public policy objectives.

  • Global Collaboration:
    Work closely with colleagues across the global network to ensure a cohesive and coordinated approach to public policy and government relations efforts.

  • Other Responsibilities:
    Provide project management support for public policy campaigns and assist in maintaining internal calendars of events and activities.


Required Qualifications:

  • Bachelor's degree in law, public policy, public administration, political science, engineering, or communications from a reputable university.
  • At least 10 years of experience in government relations, preferably within the technology or manufacturing sectors (semiconductors, automotive, electronics).
  • Extensive knowledge of the European Commission and member state political landscape, with a relevant network of contacts within the European Commission.
  • Proven ability to represent an organization in discussions with government bodies, industry groups, and policymakers.
  • Experience organizing and participating in events involving political stakeholders.
  • Strong project management skills with experience driving public policy initiatives to successful completion.
  • Excellent communication skills, including drafting and delivering presentations, reports, and policy briefings.
  • Fluency in English (native level); knowledge of Japanese is a plus, but not required.
  • A proactive, collaborative team player with a business-oriented mindset for sustainable business growth.


Preferred Qualifications:

  • Prior experience working in the technology and manufacturing sectors is highly beneficial.
  • Familiarity with semiconductor, automotive, or electronics industry policy issues is an advantage.
